The Minnesota NEMT HIPAA & Fraud, Waste, and Abuse course provides critical regulatory training for drivers and attendants, establishing the legal baseline for handling sensitive passenger data and protecting public healthcare funds. This course focuses on the intersection of Federal HIPAA regulations and the stricter Minnesota Health Records Act (MHRA), ensuring operators understand their dual role as guardians of Protected Health Information (PHI) and frontline defenders against financial exploitation in the Medical Assistance program.
The program expands upon core compliance by detailing the 18 HIPAA Identifiers, the “Clean Cab” policy, and the specific digital security protocols required for NEMT tablets and manifests. Trainees will learn to identify the “Big Three” (Fraud, Waste, and Abuse), recognizing specific schemes such as “Ghost Rides,” “Upcoding,” and “Script Mills.” Through realistic scenarios, the course strengthens the operator’s ability to identify red flags, understand the career consequences of the Exclusion List, and execute mandatory reporting for data breaches “without unreasonable delay” as required by Minnesota statute.
This course satisfies the mandatory compliance training requirements regarding data privacy and program integrity for Minnesota NEMT providers. It specifically addresses mandates under the Health Insurance Portability and Accountability Act (HIPAA), the False Claims Act (FCA), and the Minnesota Department of Human Services (DHS) guidelines for surveillance and integrity, reinforcing the driver’s legal duty to report via the proper Office of Inspector General (OIG) and state channels.
