This course provides the 2-hour theoretical instruction required by MN Rule 8840.5910 Subpart 9.C. It is designed to update drivers and attendants on the principles of wheelchair securement and equipment operations.
This course does NOT certify a driver’s physical competency in operating lifts, ramps, or tie-down systems.
Requirement: To be fully compliant with state law (Subpart 11), the employer MUST physically evaluate the driver’s hands-on competency in operating vehicle lifts and applying 4-point securement systems using the provided “Securement Practical Skills Verification Form” (PDF included in Lesson 1).
This module covers standard industry equipment (including lifts and large buses) for full certification. If you are currently operating a minivan, please view this as “General Industry Knowledge” required for future vehicle types.
Course Description
The Wheelchair Securement and Equipment Operations refresher course delivers essential cognitive training for Special Transportation Services (STS) drivers and attendants, focusing on the safe and dignified transport of passengers with mobility needs. This course ensures that every operator reviews the theoretical principles necessary to secure mobility devices correctly, assist ambulatory passengers, and operate vehicle equipment safely.
The curriculum covers the critical physics of securement, the theoretical application of the 4-point tie-down system and occupant restraints, and the principles of safe lift and ramp operation on uneven or slippery surfaces. Trainees will review techniques for handling manual and power wheelchairs, scooters, and ambulatory aids, while learning to identify unsafe equipment and effectively communicate safety concerns to passengers.
What You Will Learn:

Securement Physics & Systems: Understand the theoretical application of the 4-point tie-down system and proper passenger lap/shoulder belt routing.

Equipment Operations: Review the safety protocols and theoretical steps for operating hydraulic lifts and manual ramps, particularly on uneven, wet, or icy surfaces.

Mobility Device Handling: Identify the proper techniques and body mechanics for safely maneuvering manual wheelchairs, power wheelchairs, scooters, and other ambulatory aids.

Hazard Identification: Learn to recognize unsafe or malfunctioning vehicle equipment, frayed securement straps, and compromised mobility devices.

Effective Communication: Review professional strategies to clearly communicate safety procedures and concerns to passengers with diverse physical and cognitive needs.
Compliance Information
This training fulfills the two hours of training in securement refresher requirement outlined in Minnesota Administrative Rules 8840.5910 Subpart 9.C, while also reinforcing the passenger assistance standards outlined in Subparts 5 and 6.
