This course provides the 2-hour theoretical instruction required for the Passenger Assistance and Abuse Prevention Refresher under MN Rule 8840.5910 Subpart 9.E. It is designed to update drivers and attendants on the cognitive and theoretical principles of safe, sensitive passenger transport.

This course does NOT certify a driver’s physical competency in handling mobility devices, transferring passengers, or executing physical assistance.

Requirement: To be fully compliant with state law (Subpart 11), the employer MUST physically evaluate the driver’s hands-on competency and situational judgment using the provided “Passenger Assistance & Sensitivity Practical Skills Verification Form” (PDF included in Lesson 1).

This module covers standard industry equipment (including lifts and large buses) for full certification. If you are currently operating a minivan, please view this as “General Industry Knowledge” required for future vehicle types.

Course Description

The Passenger Assistance and Sensitivity Refresher course trains Special Transportation Services (STS) and NEMT professionals to reinforce and update their theoretical knowledge in providing safe, dignified, and trauma-informed transportation for elderly and disabled passengers.

It equips operators with a deepened cognitive understanding of passenger vulnerability, mobility limitations, and the specific risk factors associated with aging and disabilities. The course covers vital theoretical topics such as advanced communication strategies for sensory and cognitive impairments, the principles of safely managing mobility devices, and the theoretical guidelines for consent-based assistance. Additionally, learners will review the critical integration of abuse prevention, focusing on maintaining professional boundaries, recognizing red flags of maltreatment, and understanding mandatory reporting standards.
