This course provides the 2-hour theoretical classroom instruction required for the Defensive Driving Refresher under MN Rule 8840.5910 Subpart 9.D. It is designed to update Special Transportation Service (STS) drivers on critical safety protocols and risk management.

This course does NOT certify a driver’s physical behind-the-wheel competency.

Requirement: To be fully compliant with state law (Subpart 11), the employer MUST physically evaluate the driver’s practical defensive driving skills and behind-the-wheel judgment using the provided “Defensive Driving Practical Skills Verification Form” (PDF included in Lesson 1).

This module covers standard industry equipment (including lifts and large buses) for full certification. If you are currently operating a minivan, please view this as “General Industry Knowledge” required for future vehicle types.

Course Description

The STS Defensive Driving Refresher course provides essential cognitive safety updates and advanced risk-management theory for drivers currently providing Special Transportation Services in Minnesota. This refresher ensures each operator reviews the judgment, environmental awareness, and defensive theoretical concepts required to transport vulnerable passengers safely and professionally.

The program reviews key duties and safety protocols, including speed and space management, proper lane positioning, and blind-spot mitigation. Trainees revisit cognitive strategies for navigating Minnesota’s seasonal hazards, managing driver fatigue, and handling complex traffic scenarios. The course heavily reinforces the critical physical connection between smooth driving habits and passenger stability, ensuring a safe environment for individuals with limited mobility or medical fragility.

  • Target Audience: Existing STS and NEMT Drivers requiring their mandatory 3-year defensive driving refresher training. (Note: Attendants are exempt from this specific requirement under Subpart 9.D).

  • Duration: 2 Hours (Mandatory Minimum).

  • Certification: Theory Only (Requires Mandatory Employer Behind-the-Wheel Skills Verification).
