This course covers the 4-hour theoretical classroom instruction required by MN Rule 8840.5910 Subpart 2.B. It is designed to equip Special Transportation Service (STS) and NEMT drivers with essential cognitive hazard recognition and collision prevention skills.

This course does NOT certify drivers in physical Behind-the-Wheel skills.

Requirement: To be fully compliant, the employer must separately verify the driver’s physical competency in operating the vehicle (merging, lane changing, backing, railroad crossings, and parking) as required by Subpart 1.G. This physical evaluation should be completed during the company’s separate Pre-Driving orientation.

This module covers standard industry equipment (including lifts and large buses) for full certification. If you are currently operating a minivan, please view this as “General Industry Knowledge” required for future vehicle types.


Course Description

The Defensive Driving for STS & NEMT course equips operators with the critical cognitive skills required to anticipate hazards, prevent collisions, and ensure the safe transport of vulnerable populations.

This training emphasizes understanding the dynamic transit environment, ensuring that drivers are prepared to proactively manage space, mitigate distractions, and handle their vehicles smoothly to protect passengers who may have balance or mobility limitations.

What You Will Learn:

  • Space Management: How to establish and maintain a proper “safety cushion” and following distance in various traffic conditions.

  • Hazard Recognition: Effective scanning techniques to identify potential risks, including aggressive drivers, pedestrians, and adverse weather.

  • Distraction Mitigation: Strategies for eliminating cognitive, manual, and visual distractions inside the transit vehicle.

  • Transit-Specific Dynamics: Understanding how sudden stops, sharp turns, and acceleration affect passengers with balance, mobility, or seating impairments.

  • Specialized Maneuvers: Theoretical best practices for safe merging, lane changes, and navigating high-risk zones like railroad crossings.

This training fulfills the four hours of classroom instruction in defensive driving requirement outlined in Minnesota Administrative Rules 8840.5910 Subpart 2.B.

  • Target Audience: All STS/NEMT Drivers (Note: Attendants are exempt from this specific statutory requirement but may take it for safety awareness).

  • Duration: 4 Hours (Mandatory Minimum).

  • Certification: Theory Only (Requires separate Employer Behind-the-Wheel Verification).
