This course covers the theoretical instruction required by MN Rule 8840.5910 Subpart 8. It is designed to meet the mandatory 4-hour training requirement for the protection of vulnerable populations.
Requirement: To be fully compliant, the driver must download the attached “Abuse Reporting & Compliance Checklist” (PDF included in Lesson 1). The employer is responsible for reviewing this checklist with the driver to verify they understand company-specific reporting protocols and internal chains of command.
Note on Equipment: This module covers standard industry equipment (including lifts and large buses) for full certification. If you are currently operating a minivan, please view this as “General Industry Knowledge” required for future vehicle types.
Instructional Format: Per Subpart 11, this module delivers the 4-hour curriculum through an online, proficiency-tested format. Drivers must engage with all materials and pass all assessments to verify their understanding of state-mandated reporting laws.
Course Description
The Abuse-Prevention Training course equips STS and NEMT operators with the critical knowledge required to recognize, prevent, and report the maltreatment of vulnerable adults and minors.
This training focuses on the legal and ethical responsibilities of transportation professionals, ensuring that drivers and attendants act as a vital line of defense in protecting the safety and well-being of the passengers they serve.

Legal Statutes: A deep dive into Minnesota statutes and rules relating to sexual abuse, misconduct, and the protection of vulnerable individuals.

Recognizing Maltreatment: How to identify physical, emotional, and behavioral signs of abuse or neglect in adults and children.
